What to Do If You Think Your Child Has a Developmental Delay

As parents of babies and toddlers, we are constantly evaluating our child to see whether he/she is developing ?normally.? ?What we quickly find out, however, is that there really is no ?normal? as every child seems to develop at a different pace. ?When Big Brother was just 2 months old, I was fully convinced he was hearing impaired. ?He barely passed his hearing test at the hospital (in fact, he failed it the first time) and would not startle or wake up for VERY loud sounds (i.e. his crazy mother beating pots and pans by his bedside to ?test? his hearing). ?After driving his doctor crazy with my concerns, we scheduled another screening with an audiologist when he was just 9 weeks old. ?As it turns out, his hearing was just fine. ?He was just a REALLY sound sleeper.

?

This isn?t always the case, however. ?Sometimes our concerns can lead us to discover that there really are some developmental delays. ?As parents, it is our job to be an advocate for our child. ?And the best way that we can advocate for them is by educating ourselves and taking action when necessary. ?Early intervention can make a world of difference for a child with developmental delays!

Thankfully, there are a wide variety of resources that can help us (as parents) evaluate how our child is progressing developmentally. ?Our Your Baby, Month-by-Month Posts can be a ?helpful resource for birth through 7 months.

I have also used all of these books and found them to be helpful, although the first is the most comprehensive:

If after looking over a list of developmental milestones in any of the above sources you begin to have some concerns, I would encourage you to do 2 things: ?(1) talk to your doctor and (2) sign your child up for a developmental screening. ?A developmental screening is almost always free and is simply a tool to make sure that your child is on track.

If there are some legitimate delays found by the individual conducting the screening, he/she will be able to provide you with resources and expertise to help your child. ?Early intervention is key in helping your child with developmental delays!

UDOH Launches New Website to Combat Obesity

PANO staff say the site is a particularly good resource for parents with children heading back to school. Because research shows parents and caregivers are the primary influences on children, the site provides nutrition and exercise recommendations, and information on numerous school programs to help encourage healthy lifestyles among children during school hours.

?The site gives Utahns critical tools and advice to make those healthy changes in their lives,? said Rebecca Fronberg, PANO Program Manager. ?We hope it will help families take steps toward better health.??

Obesity is a public health priority because of its associated risk with many other chronic illnesses such as heart disease and diabetes.

Continuing Education Reference Counterculture

Continuing education has, on one hand, never been a problem for me. On the other, it has always been a problem for me. Because I present fairly often, I get the chance to attend officially-sanctioned continuing education events frequently. But, I will tell you, that after you?ve seen a few presentations in one year, you begin to become disenchanted with official continuing education. I have seen a lot of presentations that gave me one or two good insights, but contained a lot of information that I already knew. I have seen a few spectacular ones, but only a few.

So, this summer, I?ve been away from posting because (a) I was in 2 plays, which takes up a lot of time and (b) because I decided to do some unsanctioned continuing education ? no CEUs or time taken at work, just learning.

Power Searching with Google

The first course that I took was in late June, early July was from Google and it was called ?Power Searching with Google?. I was a little bit suspicious when I signed up because I am an excellent Google searcher. I was expecting to find a lot of information that I already knew. I was partially wrong.

As with many online courses, this class consisted of video lectures, exercises, a message board, and exams. Some of the video lectures were nothing new, but I would say that the majority, if they didn?t introduce me to new tools, introduced me to new ways of thinking about tools that I had known about and not used to their full potential:

Example 1: If you?re looking for a diagram, try using Google image search, but limiting the search to black and white. While this isn?t foolproof, a large percentage of diagrams are written in black and white, and therefore are more likely to come to the top.

Example 2: Limit your search by date to come up with information that you knew was posted during a specific time period. For example, I recently went looking for the original posting of an image that I wanted to send to a friend. By limiting my ?by date,search?I began to narrow down the individuals that re-posted that image (unattributed) and was able to narrow down my final search by millions of hits.

Most of the exercises that they presented were also simple for me, but a few of them were quite challenging and I spent a significant portion of time trying to complete them. They also introduced me to a few new sites that I now follow and attempt similar exercises to make sure that I stay aware of new features in Google as well as so that I can test my advanced Google searching skills:

  • Inside Search: Google?s source for mastering searching and finding out about new search features.
  • Search Research: A Blogger who posts difficult Google search challenges and how to answer them.

Overall, I am incredibly glad that I took the class, and it spurred me on to try another type of online learning.

Coursera:

My brother first introduced me to Coursera, a place to take free online classes from notable universities. Having had a successful introduction to free online learning, I decided to try another. About a month ago, I looked through their many offerings and decided upon a course to take. Because it?s online, not through my job, and not for credit, I feel more free to try courses that I might have failed if I had taken them in college. I?m willing to challenge myself more and try things that I wouldn?t otherwise try. For me, that narrowed down my choice to either ?Cryptography? or ?Machine Learning?. Both of these are computer systems classes. I studied a lot of computer-related material in my masters: Object-Oriented Programming, Information Architecture, Database Application Design, etc? But, I haven?t had the opportunity to use that knowledge as much as I would like at my job in a public library.

In the end I chose ?Machine Learning? for two reasons: (1) It required programming experience, and while I had programming experience, my knowledge is rusty and I wanted to brush up. (2) When I applied to U of M, I sat in on a Natural Language Processing class that I really wanted to take in grad school, but couldn?t because I graduated early and the class wasn?t offered while I was there. Machine Learning, while different, will (I think) apply some of the same principals associated with Natural Language Processing. It will also help me to better understand recommender systems like Amazon and iTunes, as well as search algorithms and other computer tasks that I engage in every day.

I?m only halfway-through week 1 in ?Machine Learning? and the material is already challenging and engaging. I have no background in this area and even my linear regression skills are rusty, but I love having the chance to brush them up in an environment with no consequences, just learning.

I would strongly recommend trying a Coursera class to anyone who is interested and self-motivated to learn something entirely new.

NASA's Space Shuttle Rocket Recovery Ship Gets New Mission

A NASA sea ship that for 30 years retrieved space shuttle boosters after they splashed down in the Atlantic Ocean now has a new mission to serve the Merchant Marines.

On Tuesday (Aug. 21), NASA signed a memorandum of understanding with the U.S. Transportation Department's Maritime Administration (MARAD) to transfer the agency's solid rocket booster recovery ship, MV Liberty Star, to the National Defense Reserve Fleet to be used for training at the U.S. Merchant Marine Academy in Kings Point, NY.

"Liberty Star served NASA well during the space shuttle program," Robert Lightfoot, acting associate administrator for NASA, said in a statement. "We know it will greatly benefit the Kings Point midshipmen, and we're proud that Liberty Star will continue to serve the United States with distinction."

Mission complete

The Liberty Star, which was one of two vessels that were designed to recover the shuttle's side-strapped solid fuel rockets, has been in service to NASA since 1981. It and its sister ship, the Freedom Star, would each track one of the twin solid rocket boosters (SRBs) that separated from the shuttle after about two minutes of flight, rendezvous with it at sea, and then tow it back to port for its reuse by the space shuttle program.

During its three decades recovering rockets, the 176-foot long (54 meter) Liberty Star was also used to tow shuttle external fuel tanks, which were loaded onto a barge, from their assembly facility in New Orleans to NASA's Kennedy Space Center in Cape Canaveral, Fla.

The dual diesel engine ship was also used to occasionally support research operations for the National Oceanic and Atmospheric Administration and several universities.

In the past year, Liberty Star participated in recovery tests for NASA's Orion crew capsule, which is being developed to take astronauts to an asteroid and ultimately Mars. The ship supported the Crew Module Recovery Attach Fitting Test (CRAFT) to help develop the equipment to recover an uncrewed Orion flight test capsule after splashdown.

Most recently, Liberty Star sailed in conjunction with the May 22, launch of the first commercial spacecraft to lift off for the International Space Station. As the Space Exploration Technologies (SpaceX) Dragon capsule lifted off atop the company's Falcon 9 rocket, Liberty Star was used to track the booster's flight using NASA diagnostic radar systems.

With the shuttle program's end last year however, NASA no longer needed booster recovery vessels. Although the agency has plans to launch the shuttle-legacy rockets in the coming years with its new heavy-lift vehicle, called the Space Launch System, they will be treated as expendable and allowed to sink into the ocean.

From rockets to the real world

Liberty Star, in its role at the Merchant Marine Academy, will be used as a training vessel, providing an opportunity for the Kings Point midshipmen to have access to a ship with dynamic positioning, modern towing capabilities and other features that will expand their instruction.

NASA will continue to have access to Liberty Star if the agency requires its use and it is available.

"This agreement is a win-win for both Kings Point and for NASA," David Matsuda, Maritime Administrator, said in a statement. "The ship's high tech equipment and real world capabilities closely mirror what graduates will see entering the maritime work force."

Liberty Star is currently scheduled to depart the Kennedy Space Center on Sept. 10 and arrive in New York on Sept. 14. NASA is working on identifying a suitable new use for Freedom Star.

Nonprofit innovation: fight violence with fighting? | Write to Know

I?m fascinated by nonprofit innovation? not innovation for the sake of change itself, or for the glamor of being first out of the gate with a new idea. Rather, I?m interested in innovation as a mindset for problem solving and opportunity tapping. Drawing from global examples, I?ve conducted several workshops on Five Mindsets for Nonprofit Innovation, and this month?s Stanford Social Innovation Review (SSIR) features a wonderful example of one such mindset: flipping an idea.

The ?flipping? mindset refers to intentionally exploring the opposite of your first strategy idea to address a given issue. The SSIR article describes a Brazilian nonprofit called ?Fight for Peace? or ?Luta pela Paz? in Portuguese. Based in Rio de Janeiro, its goal is to help street children survive and thrive, even as they?re surrounded by drugs and gang violence. Luke Dowdney, a former British amateur boxer, founded the organization 12 years ago after writing his dissertation on violence affecting Brazilian street children. Dowdney sees boxing as a way to build connections with ?young people who don?t find what they need in traditional youth programs.? Literally, he?s helping young people focus on their ability to fight back against poverty by experiencing a very tangible link between hard work and winning, between self control and empowerment.

The Fight for Peace program is not all about boxing. It includes elements of mentoring, job training and leadership development. But at its core is a very counter-intuitive idea; to fight violence with fighting. And it?s been effective.? The United Nations Development Programme is one high profile endorser.? Organizations in eight other countries, including the United States, are working to adapt the Brazilian model.

The Senate Finance Committee approved a bipartisan bill before summer recess that would extend the Mortgage Forgiveness Debt Relief Act through 2013.

The debt relief law spares homeowners who receive principal reductions on their mortgages from being hit with federal income taxes on the amounts forgiven. Without it, millions of owners who go through foreclosure or leave their homes following short sales would experience even more financial stress by being taxed on the amount of debt that the lender forgave in the short sale or that was not recovered in the foreclosure sale. The law has provided relief to thousands of people who have debt balances written off as part of loan-modification agreements is set to expire at the end of December 2012.

The bill now moves to the full Senate for possible action next month, also would extend tax write-offs for mortgage insurance premiums for 2012 and through 2013, and continue some energy-efficiency tax credits for remodelings and new home construction.

The mortgage debt relief extension affect millions of families who are underwater on their loans, delinquent on their payments and heading for foreclosure, short sales or deeds-in-lieu of foreclosure settlements. Under the federal tax code, all types of forgiven debt are treated as ordinary income, subject to regular tax rates. When an underwater homeowner who owes $300,000 has $100,000 of that forgiven as part of a modification or other arrangement with the bank, the unpaid $100,000 balance would normally be taxable.

In 2007 the Mortgage Debt Relief Act agreed to temporarily exempt certain mortgage balances that are forgiven by lenders. The limit is $2 million in debt cancellation for married individuals filing jointly, $1 million for single filers. This special exemption, however, came with a time restriction. The current deadline is Dec. 31, 2012. Without a formal extension by Congress, starting on Jan. 1 all mortgage balances written off by banks would be fully taxable.

There are five bills in Congress, so hopefully one of them will make it through for the homeowner.

5 Things You Need to Know About West Nile Virus

In the wake of 10 deaths due to West Nile virus, and hundreds of infections, authorities in Texas are spraying insecticide in the Dallas region, hoping to curb the spread of the disease, which can spread by mosquitoes.

A total of 693 cases of West Nile virus infections, including 26 deaths, were reported as of Aug. 14 to the Centers for Disease Control and Prevention (CDC). The number of cases reported by this second week in August is the highest since 1999, when the disease was first seen in the U.S., according to the CDC.

About 60 percent of this year's cases have involved the "neuroinvasive" form of West Nile infection, in which the nervous system is affected. Such cases can cause inflammation of neural tissues, such as meningitis and encephalitis. More than 80 percent of all reported cases were from six states (Texas, Mississippi, Louisiana, Oklahoma, South Dakota and California), and almost half of all cases have been reported from Texas.

Here are five things you need to know about West Nile virus:

1. What is West Nile virus?

West Nile virus is a type of virus called a flavivirus. Other viruses in this group cause dengue, yellow fever and Japanese encephalitis. Flaviviruses are commonly transmitted by ticks and mosquitoes. West Nile virus was first identified in Uganda in 1937, according to the National Institutes of Health (NIH).

2. How does West Nile Virus spread?

It is likely that West Nile is spread from birds to people through mosquito bites, the NIH says. Early fall is the time of year that mosquitoes tend to have the highest levels of the virus, and human cases tend to peak around this time.

The virus can also be spread through blood transfusions and organ transplants. Pregnant women can transmit the virus to their fetus, and mothers can transmit it to babies through breast milk, the CDC says.

West Nile virus cannot be spread by casual contact, or touching or kissing an infected person, according to the CDC.

3. What are the symptoms of a West Nile infection?

About 80 percent of people infected with West Nile show no symptoms at all, according to the CDC.

The other 20 percent have symptoms such as fever, headache, body aches, nausea, vomiting and sometimes swollen lymph glands. Some develop a rash on the chest, stomach and back. Symptoms may last anywhere from a few days to several weeks.

Severe forms of West Nile, which affect the nervous system, can be life-threatening. The NIH says that the following symptoms need prompt medical attention: muscle weakness, stiff neck, weakness in one arm or leg, confusion or a change in ability to think clearly and loss of consciousness or coma.

4. How can I prevent catching West Nile?

The CDC recommends using an insect repellent that contains one of the following ingredients: DEET, picardin, oil of lemon eucalyptus (or a synthetic version of this oil, called PMD), or IR3535. These ingredients are suggested by the Environmental Protection Agency because they provide reasonably long-lasting protection against mosquito bites.

The CDC also suggests wearing long sleeves and pants, or staying indoors, at dusk and dawn, when mosquitoes are most active.

Mosquitoes breed in standing water, and so removing standing water from flower pots, pet dishes, buckets and barrels can reduce the risk of transmission. Children's wading pools should be emptied and stored on their sides when not in use.

5. How is West Nile virus treated?

There is no treatment for West Nile virus infections, according to the CDC.

Mild symptoms can resolve on their own. People with severe symptoms may need to be hospitalized and receive intravenous fluids or help with breathing, the CDC says.

New 'microthrusters' could propel small satellites: As small as a penny, these thrusters run on jets of ion beams

ScienceDaily (Aug. 17, 2012) ? A penny-sized rocket thruster may soon power the smallest satellites in space. The device, designed by Paulo Lozano, an associate professor of aeronautics and astronautics at MIT, bears little resemblance to today's bulky satellite engines, which are laden with valves, pipes and heavy propellant tanks. Instead, Lozano's design is a flat, compact square -- much like a computer chip -- covered with 500 microscopic tips that, when stimulated with voltage, emit tiny beams of ions. Together, the array of spiky tips creates a small puff of charged particles that can help propel a shoebox-sized satellite forward.

"They're so small that you can put several [thrusters] on a vehicle," Lozano says. He adds that a small satellite outfitted with several microthrusters could "not only move to change its orbit, but do other interesting things -- like turn and roll."

Lozano and his group in MIT's Space Propulsion Laboratory and Microsystems Technology Laboratory presented their new thruster array at the American Institute of Aeronautics and Astronautics' recent Joint Propulsion Conference.

Cleaning up CubeSat clutter

Today, more than two dozen small satellites, called CubeSats, orbit Earth. Each is slightly bigger than a Rubik's cube, and weighs less than three pounds. Their diminutive size classifies them as "nanosatellites," in contrast with traditional Earth-monitoring behemoths. These petite satellites are cheap to assemble, and can be launched into space relatively easily: Since they weigh very little, a rocket can carry several CubeSats as secondary payload without needing extra fuel.

But these small satellites lack propulsion systems, and once in space, are usually left to passively spin in orbits close to Earth. After a mission concludes, the satellites burn up in the lower atmosphere.

Lozano says if CubeSats were deployed at higher orbits, they would take much longer to degrade, potentially creating space clutter. As more CubeSats are launched farther from Earth in the future, the resulting debris could become a costly problem.

"These satellites could stay in space forever as trash," says Lozano, who is associate director of the Space Propulsion Laboratory. "This trash could collide with other satellites. ? You could basically stop the Space Age with just a handful of collisions."

Engineering propulsion systems for small satellites could solve the problem of space junk: CubeSats could propel down to lower orbits to burn up, or even act as galactic garbage collectors, pulling retired satellites down to degrade in Earth's atmosphere. However, traditional propulsion systems have proved too bulky for nanosatellites, leaving little space on the vessels for electronics and communication equipment.

Bioinspired propulsion

In contrast, Lozano's microthruster design adds little to a satellite's overall weight. The microchip is composed of several layers of porous metal, the top layer of which is textured with 500 evenly spaced metallic tips. The bottom of the chip contains a small reservoir of liquid -- a "liquid plasma" of free-floating ions that is key to the operation of the device.

To explain how the thruster works, Lozano invokes the analogy of a tree: Water from the ground is pulled up a tree through a succession of smaller and smaller pores, first in the roots, then up the trunk, and finally through the leaves, where sunshine evaporates the water as gas. Lozano's microthruster works by a similar capillary action: Each layer of metal contains smaller and smaller pores, which passively suck the ionic liquid up through the chip, to the tops of the metallic tips.

The group engineered a gold-coated plate over the chip, then applied a voltage, generating an electric field between the plate and the thruster's tips. In response, beams of ions escaped the tips, creating a thrust. The researchers found that an array of 500 tips produces 50 micronewtons of force -- an amount of thrust that, on Earth, could only support a small shred of paper. But in zero-gravity space, this tiny force would be enough to propel a two-pound satellite.

Lozano and co-author Dan Courtney also found that very small increases in voltage generated a big increase in force among the thruster's 500 tips, a promising result in terms of energy efficiency.

"It means you have a lot of control with your voltage," Lozano says. "You don't have to increase a lot of voltage to attain higher current. It's a very small, modest increase."

Timothy Graves, manager of electric propulsion and plasma science at Aerospace Corp. in El Segundo, Calif., says the microthruster design stands out among satellite propellant systems for its size and low power consumption.

"Normally, propulsion systems have significant infrastructure associated with propellant feed lines, valves [and] complex power conditioning systems," says Graves, who was not involved in the research. "Additionally, the postage-stamp size of this thruster makes it easy to implement in comparison to other, larger propulsion systems."

The researchers envision a small satellite with several microthrusters, possibly oriented in different directions. When the satellite needs to propel out of orbit, onboard solar panels would temporarily activate the thrusters. In the future, Lozano predicts, microthrusters may even be used to power much larger satellites: Flat panels lined with multiple thrusters could propel a satellite through space, switching directions much like a rudder, or the tail of a fish.

"Just like solar panels you can aim at the sun, you can point the thrusters in any direction you want, and then thrust," Lozano says. "That gives you a lot of flexibility. That's pretty cool."

The NFL?s new regular season opens on September 5 in New York.? The next day the league and the NFLPA will be fighting over an old wound in Minnesota.

In advance of the September 6 hearing regarding the union?s effort to reopen the settlement agreement that ended the 2011 lockout and the litigation that went along with it, the NFL has filed a brief opposing the notion that the league had a ?secret salary cap? in the supposedly uncapped year of 2010.

The 22-page document, a copy of which PFT has obtained, makes the point that we made when the NFLPA filed the collusion claim earlier this year:? The players are trying to advance legal theories that the players expressly and affirmatively waived when the lockout ended.

The NFL focuses primarily on the settlement of a pair of antitrust lawsuits (one filed by Reggie White and other in the 1990s and one by Tom Brady, Drew Brees, and others in 2011) as the ?end of one historic era . . . and the beginning of another.?? The league also argues that the players ?agreed ? not once, but twice ? to put an end to all claims of any kind? arising under the lawsuits that were pending at the time the collusion allegedly occurred.

The league further explains that, even if the claims hadn?t been waived, the NFLPA waited too long to assert them, pointing to the deadline for filing the claims ? 90 days after the NFLPA ?should reasonably have discovered? the violation.? The league believes that the NFLPA should have known enough in 2010 to assert that collusion was occurring.? (Of course, if the NFLPA had done so at the time, the NFL would have called the claim frivolous, or worse.)

As we?ve explained in the past, the settlement of any lawsuit usually includes a broad waiver of any claims that were made or that could have been made.? The parties are resolving all of their differences and moving forward with a clean slate.? Here, a claim that the NFL wasn?t treating the uncapped year as an uncapped year could have been made, and arguably should have been made, in 2010.? By striking a comprehensive settlement agreement in 2011, the claim for collusion that allegedly happened in 2010 necessarily was forever waived.

Of course, that result hinges now on Judge David Doty agreeing that the paperwork contains the right language to slam shut the door to his courtroom.? If Judge Doty finds that the NFL?s lawyers ultimately failed to concoct a big-word salad that properly waived the collusion claim (and if the ruling survives the appeal process), the NFL?s lawyers who were responsible for this won?t be the NFL?s lawyers for very much longer.

All that said, the NFL still has a problem.? Like Judge Berrigan in the bounty cases, who has publicly criticized the fairness (or lack thereof) of the league?s discipline process against players like Saints linebacker Jonathan Vilma, Judge David Doty could say at the hearing, ?The NFL engaged in collusion in 2010, and if there?s any way I can legally hold them liable, I will.?

The arguments made by the NFL in its written submission should prevent a bad outcome.? But it won?t prevent the bad P.R. that would come from a public declaration by a federal judge that the NFL (as it appears, and as we?ve reported) told the teams not to take full advantage of the uncapped nature of the uncapped year.? Even if the NFL manages to avoid liability for collusion, all sorts of bad things can happen when a federal judge concludes that a billion-dollar business has engaged in illegal labor practices of a fairly significant nature, especially in light of the fact that there are always a handful of folks in Congress who would be inclined to call a hearing on a high-profile topic like this.

Even though the NFLPA claims the players didn?t realize collusion had occurred until after the Cowboys and Redskins challenged the decision to strip salary cap space from the two teams in 2012 due to their failure to abide by the unwritten cap rules in 2010, the NFLPA at least should have known in 2010 that collusion possibly was happening ? and the NFLPA definitely should have known when asked to sign off on the cap penalties that something was fishy.

Instead, the NFLPA gladly agreed to the cap penalties, because the NFLPA at that time desperately needed the NFL to agree to tinker with the salary cap in order to ensure that the team-by-team spending limit would climb, not drop, from 2011 to 2012.? (That fact alone should may any judge, no matter how potentially biased or partial, find in favor of the NFL.)

No matter how this one turns out, someone is going to look bad.? The NFL?s lawyers will look bad for not properly sealing off the players? ability to claim collusion after the fact, or the NFLPA?s lawyers will look bad for not filing a collusion claim in 2010 ? and for agreeing to the cap penalties in 2012, if Judge Doty points that out in a way that prompts enough players to ask the NFLPA tough, direct questions about that strategy and the underlying reasons for it.

Either way, Judge Doty likely will be generating sound bites that will reflect poorly on the NFL regarding the issue of collusion in the uncapped year ? and that will set the stage for even more acrimony the next time the CBA moves closer to its expiration date.

(AP) ? A 10-year-old boy died and his 6-year-old brother was missing after they were swept away along a popular but treacherous boulder-strewn stretch of the Merced River, Yosemite National Park officials said Thursday.

The two victims were part of a family visiting from Southern California that was hiking near the Vernal Fall Footbridge. Group members were cooling off in the river Wednesday when a current carried the boys away.

The older boy was pronounced dead around 3 p.m. Wednesday. Park visitors were able to pull him from the river about 150 yards downstream, but efforts to resuscitate him failed.

Authorities were still searching for the younger boy, who is presumed dead. Their mother was hospitalized after being pulled from the river with a back injury, park spokeswoman Kari Cobb said.

"She went into the river but made it out," Cobb said.

The names of the boys were not immediately released.
