Facebook launches real-time graphs to highlight its data center efficiency

Curious as to the effect that your poking wars are having on the planet? Facebook is outing power and water usage data for its Oregon and North Carolina data centers to show off its sustainability chops. The information is updated in near-real time, and the company will add its Swedish facility to the charts as soon as it's built. The stats for the Forest City, NC plant show a very efficient power usage effectiveness ratio of 1.09 -- thanks, in part, to that balmy (North) Carolina air.

France won't block U.S. proposal on Western Sahara: envoys

UNITED NATIONS (Reuters) - France, Morocco's traditional protector on the U.N. Security Council, is unlikely to use its veto to block a U.S. proposal to have U.N. peacekeepers monitor human rights in the disputed territory of Western Sahara, envoys said.

The U.S. proposal was contained in a draft U.N. Security Council resolution Washington circulated to the so-called Group of Friends on Western Sahara, which includes the United States, France, Spain, Britain and Russia, U.N. diplomats said this week on condition of anonymity.

"We don't expect France will block," a diplomat from one of the Group of Friends countries said on condition of anonymity on Wednesday. The diplomat was confirming a French media report. Another U.N. diplomat on Thursday confirmed the remarks.

"It is between the U.S. and Morocco," the first envoy said.

The draft resolution is intended to extend the mandate of the U.N. mission in Western Sahara for another year. It was to be put to a vote in the Security Council this month.

France's Foreign Ministry said negotiations continued.

"We will decide when the time comes," a French diplomat said in Paris.

French U.N. Ambassador Gerard Araud told reporters on Thursday, "We are ready to vote the American text if it is put on the table." He did not indicate how Paris would vote.

A "yes" vote or an abstention would allow the resolution to pass. Diplomats said Morocco, a temporary council member through the end of 2013, would probably vote against a resolution calling for rights monitoring in Western Sahara.

The idea of making U.N. human rights monitoring one of the tasks of the U.N. peacekeeping mission for Western Sahara, known as MINURSO, is something Morocco opposes but rights groups and the Polisario Front independence movement have long advocated.

France, Rabat's traditional protector on the 15-nation Security Council, in the past has been prepared to block such proposals. But that is no longer the case, diplomats said.

ANGRY RESPONSE FROM MOROCCO

The U.S. suggestion for a human rights monitoring component of MINURSO came after Secretary-General Ban Ki-moon told the Security Council he advocated "sustained" independent human rights monitoring for the territory.

Morocco was annoyed by the U.S. proposal and canceled planned joint U.S.-Moroccan military exercises in response.

In U.N.-mediated talks, Rabat has tried to convince Polisario, which represents the Sahrawi people, to accept its plan for Western Sahara to be an autonomous part of Morocco.

Polisario instead proposes a referendum among ethnic Sahrawis that includes an option of independence, but there is no agreement between Morocco and Polisario on who should participate in any referendum.

No state recognizes Morocco's rule over Western Sahara but the Security Council is divided. Some non-aligned states back Polisario but France has supported Rabat.

Polisario accuses Morocco of routine human rights violations in Western Sahara and wants MINURSO to have the authority to conduct independent human rights monitoring.

In a report, Ban argued in favor of independent rights monitoring but offered no details on how it should be done.

"Given ongoing reports of human rights violations, the need for independent, impartial, comprehensive and sustained monitoring of the human rights situations in both Western Sahara and the (refugee) camps becomes ever more pressing," Ban said.

Toxic protein made in unusual way may explain brain disorder

Apr. 18, 2013 ? A bizarre twist on the usual way proteins are made may explain mysterious symptoms in the grandparents of some children with mental disabilities.

The discovery, made by a team of scientists at the University of Michigan Medical School, may lead to better treatments for older adults with a recently discovered genetic condition.

The condition, called Fragile X-associated Tremor Ataxia Syndrome (FXTAS), causes shakiness and balance problems and is often misdiagnosed as Parkinson's disease. The grandchildren of people with the disease have a separate disorder called Fragile X syndrome, caused by problems in the same gene. The new discovery may also help shine light on that disease, though indirectly.

In a new paper published in the journal Neuron, the U-M-led team presents evidence that a toxic protein they've named FMRpolyG contributes to the death of nerve cells in FXTAS -- and that this protein is made in a very unusual way.

Normally, DNA is transcribed into RNA, and then a part of the RNA is translated into a protein that performs its function in cells. Where this translation process starts on the RNA is usually determined by a specific sequence called a start codon.

The gene mutation that causes FXTAS is a repeated DNA sequence that is made into RNA but normally is not made into protein because it lacks a start codon. However, the investigators discovered that when this repeat expands, it can trigger protein production by a new mechanism known as RAN translation.

Corresponding author Peter Todd, M.D., Ph.D., notes that this unusual translation process appears to stem from a long chain of repeated DNA "letters" found in the genes of both grandparents and kids with Fragile X mutations. Todd is the Bucky and Patti Harris Professor in the U-M Department of Neurology

"Essentially, we've found that a sequence of DNA which shouldn't be made into protein is being made into protein -- and that this causes a toxicity in nerve cells," he explains. "We believe that the protein forms aggregates, and that this is a major contributor to toxicity and symptoms in FXTAS."

The U-M group went on to show how this RAN translation occurs in FXTAS and demonstrated that blocking it prevents the repeat mutation from being toxic, suggesting a new target for future treatments.

Fragile X tremor/ataxia syndrome or FXTAS was only discovered a decade ago. It may affect as many as one in every 3,000 men and one in 20,000 women, who have a repeat mutation in the gene known as FMR1. However, these patients don't usually develop symptoms until late middle age, allowing them to pass the mutation on to their daughters, who can then have children where the DNA repeat that has grown much longer. In those children, especially in boys, it can cause severe intellectual disability and autism-like symptoms as the FMR1 gene shuts down and none of the normal protein is produced.

In fact, says Todd, it's often only after a child is diagnosed with Fragile X syndrome through genetic testing that their grandfather or grandmother finds out that their own symptoms stem from FXTAS. Doctors in U-M's Neurogenetics clinic for adults, and the Pediatric Genetics Clinic at U-M's C.S. Mott Children's Hospital, routinely work together to address the needs of Fragile X families.

"We have some treatments for the symptoms that FXTAS patients have, but we do not yet have a cure," says Todd, who regularly sees patients with FXTAS and related disorders. "Better treatments are needed -- and this new discovery might help lead to novel strategies for clearing away or preventing the buildup of this toxic protein."

In addition, he says, the discovery that Fragile X ataxia results in part from RAN translation could have significance both for other diseases like amyotrophic lateral sclerosis (ALS, also called Lou Gehrig's disease) and certain forms of dementia that are caused by DNA repeats. It can also aid our understanding of basic biology. "This may represent a new way in which translational initiation events occur, and may have importance beyond this one disease," he notes. Further research on how RAN translation occurs, and why, is needed.

The idea that proteins can be created without a "start site" flies in the face of what most students of biology have learned in the last century. "In biology, we're finding that the rules we once thought were hard and fast have some wiggle room," Todd says.

South America rushes to back Maduro as U.S. casts doubt on Venezuela vote

LIMA (Reuters) - South American leaders will make a collective show of support for Venezuelan President-elect Nicolas Maduro on Thursday in Lima, officials said, as the United States and his opponents call for a recount of the disputed vote.

Maduro will attend the last-minute meeting of the regional group Unasur in Peru a day before he is to be sworn in on Friday. He was named by late President Hugo Chavez, who died of cancer in March, as his chosen successor.

Protests erupted in Venezuela after Maduro won Sunday's election by a narrow margin of about 2 percentage points, and at least eight people have been killed in violent clashes.

Before boarding a plane to Lima, Maduro said in a televised speech: "In Venezuela we don't have an opposition, we have a permanent conspiracy cheered on by the United States."

Leftist Bolivian President Evo Morales said Washington had no right to question Maduro's victory because George W. Bush won the presidency by a similarly narrow margin in 2004.

"This is clearly meddling," Morales said in La Paz. "We condemn this and repudiate it. We won't permit that Bolivia or Latin America be treated as the U.S. government's backyard."

U.S. Secretary of State John Kerry on Wednesday told lawmakers he favored a recount because of possible voting irregularities.

Maduro's supporters have defended the legitimacy of his narrow win with repeated references to the 2000 U.S. election dispute, when the U.S. Supreme Court halted a recount in Florida and Bush was declared the winner in the state by just 537 votes.

Although moderate South American leaders were expected to voice support for Maduro, it appeared unlikely that they would criticize Washington as openly as Morales.

The governments of Brazil, Peru, Ecuador, Colombia, Bolivia and Argentina, among others, have already recognized Maduro's victory, but Washington has not.

The European Union has said it is "concerned by the growing polarization of Venezuelan society" and suggested Venezuelan authorities consider an audit of the vote.

LEADERS TO ATTEND SWEARING-IN CEREMONY

Peru holds the rotating presidency of Unasur and the group's election monitors have said Maduro's win was legitimate.

"We all thought we needed to get together before Maduro's swearing in to show a unified bloc in response to statements from outside of the region and some from within that question the legitimacy of the election," Argentine Foreign Minister Hector Timerman said on radio.

Most of the leaders, including President Dilma Rousseff of regional heavyweight Brazil, will head to Venezuela for the swearing-in ceremony after the meeting in Lima.

The outcome of Sunday's vote has been rejected by Maduro's rival, Henrique Capriles, who has alleged thousands of irregularities at polling centers and wants a full audit of the ballots.

Maduro's allies have said a recount is unnecessary because the electoral council had already carried out a partial audit.

But Jorge Rodriguez, a top Maduro ally, said on Wednesday the ruling Socialist Party would not oppose a complete audit of the electronic voting system.

"We are in agreement with any audit, whatever they want," he said. "They can even verify if there are flying saucers that took their (poll station) witnesses to Mars."

The National Electoral Council had audited 54 percent of the votes. Rodriguez said the party would not oppose auditing the remaining 46 percent.

While that is not the manual recount that Capriles has asked for, it could constitute a concession to the opposition that may pave the way for a negotiated settlement of the standoff.

The opposition leader pointedly said, via Twitter, that he was considering going to Lima and had spoken to various heads of state who were "receptive" to the idea of a vote recount.

Hollywood business continues after Boston bombing

LOS ANGELES (AP) ? While entertainers share their horror over the Boston Marathon bombings, Hollywood as a whole presses on.

There was no mention of the deadly blasts Tuesday at the National Association of Theater Owners convention in Las Vegas.

New York's Tribeca Film Festival is set to open Wednesday night as planned, though organizers issued a statement Tuesday offering thoughts and prayers for the victims of the two explosions that rocked the Boston Marathon, killing three and injuring more than 170.

Boston native Mark Wahlberg attended a New York screening of his new film, "Pain and Gain," Monday night, and the end-of-the-world Tom Cruise-Morgan Freeman thriller "Oblivion" is set to open Friday as scheduled.

Some stars turned to social media to share their thoughts on the bombings.

"Such a senseless and tragic day," Boston native Ben Affleck wrote on Twitter. "My family and I send our love to our beloved and resilient Boston."

"My heart aches for my hometown," Mindy Kaling tweeted.

Comedian Patton Oswalt posted an inspirational message on Facebook Monday afternoon that's been shared more than 220,000 times. He said humanity has more light than darkness.

"When you spot violence, or bigotry, or intolerance or fear or just garden-variety misogyny, hatred or ignorance, just look it in the eye and think, 'The good outnumber you, and we always will,'" he wrote.
